Eligibility requirements for the Maryland DREAM Bill

 

  • High school attendance.  Students must attend a high school in Maryland for at least 3 years
  • High school graduation or equivalence.  Students must have graduated or received the equivalent of a high school diploma in Maryland on or after 2008.
  • Community college.  Students must enroll in a community college not earlier than fall 2011 in a community college within 4 years of high school graduation or GED attainment.
    • Local college only.  Students are eligible for in-county rates at the community college in the county where they graduated high school; or in the case of GED graduates, the county where most recently attended high school.
    • Admission to a Maryland four-year University. Students must first obtain an Associate’s degree or complete 60 credits before being allowed to transfer to a four-year institution. Students must also enroll within 4 years of obtaining their Associate’s degree or equivalent 60 credits.
    • Community college exceptionStudents who enrolled in a community college in Fall 2010 or later will be allowed to access in-state tuition rates at state Universities, but not in-county rates at their local community college.
      • Montgomery College exception.  MC already offers in-county rates for all county high school graduates regardless of a student’s immigration status.
  • Maryland income tax payments.  Students must show a copy of their tax filings, or their parent’s or legal guardian’s tax filings for the last three years of high school, every year of college and university, and every year in between high school and college.
    • Important note: Taxes can be filed for previous years, even if no income was earned.
  • Selective Service.  Qualified students must show evidence that they have registered with the Selective Service. By law, all males living in the United States between the ages of 18 and 26 must register, even if their presence is not recognized or authorized by the federal government.
  • Graduate school.  Students who qualify under all the above mentioned provisions are also eligible to attend graduate school at Maryland universities.
  • Honorably discharged veterans.  Extends time period from one to four years after discharge that a veteran can submit documentation to qualify for an exemption from paying out-of state tuition at a community college or state University.
